Whenever, because of distance between the unimproved or insufficiently improved access and adjoining property or other factors deemed good and sufficient by the building director, strict compliance with the requirements of this chapter are determined by the building director to be inappropriate, he or she may modify or waive such requirements consistent with accomplishing the purpose of this chapter as set forth in Section 15.76.010 of this chapter.
