The purpose of this chapter is to insure that vehicular access to private property from public or private streets is surfaced in such manner so as to prevent dust generated by vehicular use of such access from becoming a bother or nuisance to adjacent properties, and to provide all-weather access for fire apparatus and other service equipment.
