The council of the city may appropriate and expend funds for the improvement, operation, expansion and support of any such art gallery or museum, and shall have, in addition to the powers set forth in this chapter, any other power necessary and proper to promote the objects and purposes of a museum or gallery as more fully set forth and expressed in Sections 5120 to 5132, inclusive, of said Public Resources Code, being Division 5, Chapter 2, Article 2 of said Code.
