It is unlawful for any person, firm or corporation to move or transport or cause to be moved or transported, any building from any lot, site or location inside or outside the city, to a lot, site or location inside the city, without first securing a permit from the building official to do so, and paying a permit fee therefor as provided in Chapter 15.12, the permit and fee shall be in addition to the permit and fees required by Sections 12.12.010 through 12.12.160.
