It is made the duty of all owners, agents, tenants or other persons having possession or control of real property within said city to properly cultivate, care for and maintain all trees, shrubs and plants now or hereafter planted or set out within any parkway or public place immediately adjacent to their respective real properties, subject, however, to the general supervision, direction and control of said director.
