All ordinances granting franchises under this article, shall provide that the city shall have the right, at all reasonable times, to examine all the books, vouchers, records and other papers, of all holders exercising or enjoying any franchise under this article. Refusal to produce the same at any reasonable time for examination, by the Clerk, accountant, or other agents appointed by the Council, shall work a forfeiture of the said franchise.
