Whenever any member, who at the time is in active duty in the fire department of the city, in the judgment of the pension board, becomes disabled by reason of bodily injuries received in or by reason of sickness caused by the discharge of the duties of such person in such department; or who becomes so physically or mentally disabled as the result of such sickness or injuries as to render him unfit for active duty in such department, the pension board shall order and direct that such person be carried on the department payroll at full salary attached to such position of the person for a period not to exceed one year.
