Any and all airport property destroyed, injured or damaged by accident or otherwise, shall be paid for by the person responsible for such destruction, injury or damage. Persons responsible for damaging or destroying airport property shall report such damage to the airport operations manager within twenty-four hours of occurrence, or as soon as is practical.
