Fees or land provided pursuant to Section 15.70.040 of this chapter shall be used only for the purpose of providing interim classroom facilities. The fees established by resolution of the city council shall not exceed the amount necessary to enable the district to make five annual lease payments for temporary classroom and toilet facilities, including related expenses to make them ready for the instruction of children.
