The city council does expressly find and determine that the changes and modifications to the 2022 Editions of the California Codes, as adopted by the ordinance codified in this title pursuant to Sections 17922, 17958 and 17958.5 of the Health and Safety Code, contained in this title are reasonably necessary because of local conditions.
