A. The city manager is authorized to compose and issue administrative rules and regulations for use by all departments of the city.

B. The rules and regulations shall contain procedures established by the city manager and the various departments for the efficient operation of the city’s departments and activities.

C. The rules and regulations shall be in harmony with the charter and ordinances of the city, and have the force and effect of law. (Prior code § 1.24.010)
