The City Clerk and Deputy City Clerks are authorized and empowered to administer official oaths to the various city officers, and to administer oaths to witnesses in hearings before the Council or any municipal Trial Board or Commission, and they are further authorized and empowered to issue subpoenas for witnesses to be used at any of said hearings.
