The Chief of Police shall notify the Commissioners of each position to be filled, separately, and shall fill such positions by appointment of one of the persons certified to him by the Commissioners therefore. Sworn officers and nonsworn personnel in classifications unique to the Police Department shall be on probation for a period to be fixed by the rules of the Commissioners; such rules shall not fix such period in excess of one year. All other non-sworn personnel shall serve a six-month probation. The Commissioners may strike off names of candidates from the register of eligible candidates if they have remained thereon more than one year. At or before the expiration of the period of probation, the Chief of Police may discharge a candidate. If a candidate is not discharged at or before the expiration of the period of probation his appointment shall be deemed complete. To prevent the stoppage of public business or to meet emergencies, including the absence of any officer or member of the department, the Chief of Police may, with the approval of the Commissioners, make temporary appointments to remain in force not exceeding sixty days, and only until regular appointments under the provisions of this article can be made.
