On the second regular meeting following the General Municipal Election, the newly elected and qualified Council members shall assume the duties of their office. Any four Council members or the Mayor may call special meetings of the Council upon notice to each member. Such notice shall state the subjects to be considered at the meeting, and no other subjects shall be there considered. All meetings of the Council shall be public except those meetings exempted by law from being open to the public, and any citizen shall have access to the minutes and records thereof at all reasonable times.

The Council shall determine its own rules and order of business, appoint its own committees and shall keep a minute book of its proceedings. (Amended March 3, 1981)
