(a) The rules of construction and interpretation and the definition of words and phrases provided by the Government Code of the State of California, the Civil Code of the State of California, the code of Civil Procedure of California, shall be and are hereby made the rules of construction and interpretation and the definitions for this Charter, except where otherwise provided herein. (Amended November 3, 1964)

(b) Any section added or amended shall supersede any conflicting provision of a previously existing section.

(c) If any section, subsection, clause or phrase of this Charter is for any reason held to be unconstitutional, such decision shall not affect the validity of any other section, subsection, clause or phrase of this Charter. (Amended November 8, 1988)
