The City Council may, after advertising for bids in the official newspaper of the City of Bakersfield for five consecutive days, award to the highest responsible bidder an exclusive franchise, permit or privilege, for a term not to exceed ten years, to collect and dispose of all rubbish and garbage that may accumulate within said City.
