The rights of the City in and to its public buildings, streets, highways, public parks and all other public places owned or controlled, except as otherwise provided in this charter, are hereby declared inalienable and no franchise, permit or privilege granted shall be construed as carrying the right to cut, trim, break or destroy any shade, ornamental or other tree on or in the parking space of any street or public park.
