It is unlawful for any parent, guardian or any adult having control, custody or charge of a minor to permit, allow or let the minor loiter upon the streets of the city or in places of amusement or entertainment or in other public places in said city between the hours of ten p.m. and five a.m., of any day, unless said minor is lawfully upon said streets or public places or places of amusement as permitted by Section 9.44.010.
