Upon a determination to assess a service fee or fees against a person or persons responsible for a loud or unruly event or events, the chief of police or designee shall cause notice of the assessment to be served on such person or persons by depositing such notice, first class postage prepaid, in the United States mail addressed to each person at each person’s last known address, in addition to setting forth the amount of the service fee.
