Code enforcement officers are authorized to arrest without a warrant any person whenever there is reasonable cause to believe that the person has committed a violation of this code or applicable state codes in his or her presence. Pursuant to Penal Code Section 836.5, code enforcement officers can only arrest a person by issuing a misdemeanor field citation in the manner set forth in Penal Code Section 853.6.
