The public works director or a representative shall have access to the site of the industrial activity regulated by a NPDES industrial stormwater permit, for purposes of inspection and monitoring, upon notice to the designated representative of the NPDES permit holder or in the event of no NPDES permit being in effect, the operator of the industrial activity.
