A. The city council finds and determines that the distribution of unsolicited printed matter upon residential property can be a nuisance and that the distribution of such unsolicited printed matter may, if not handled reasonably, constitute an annoyance and an invasion of privacy.

B. The city council further finds and determines that printed matter that is indiscriminately distributed upon residential property when it is not requested by the owner, can be a source of litter and debris in the community.

C. The city council further finds and determines that the distribution of printed matter upon residential property, except in compliance with the requirements of Section 8.30.030, constitutes a public nuisance. (Ord. 3070 § 3, 1986)
