Each person, copartnership, firm and corporation to whom this chapter applies shall conduct each business transaction as a secondhand dealer in strict compliance with the requirements of state law, specifically including (but not limited to) Articles 3, 4 and 5 of Chapter 9 of Division 8 of the California Business and Professions Code.
