All alarm system permits shall expire one year after the date issued. Application for renewal shall be filed not sooner than sixty days nor later than thirty days before the expiration of the permit. Permits lawfully renewed prior to the effective date of this provision shall expire one year after the date of latest renewal. It is the responsibility of the alarm user to submit an application prior to the permit expiration date. Failure to register or to renew a permit shall subject the alarm user of the unregistered alarm system to a late fee as established by resolution of the city council if the renewal is more than thirty days late.
