In order to provide an alternate method for the sale and disposition of real properties deeded to the city by reason of delinquent taxes and/or public improvement assessments, all the provisions of Chapter 7, Part 6, Division 1 of the Revenue and Taxation Code of the state, entitled “Sale to Private Parties After Deed to State” and all the provisions of Chapter 8, Part 6, Division 1 of the Revenue and Taxation Code of the state, entitled “Deed to State, County or Public Agencies” as said chapters are amended and in force on the date of the adoption of the ordinance codified in Sections 3.28.005 through 3.28.645, are adopted and made a part of this chapter as though fully set forth in this chapter.
