The assessment book or roll or delinquent roll, or copy thereof certified by the city auditor showing unpaid taxes against any person or property, is prima facie evidence of the assessment, the property assessed, the delinquency, the amount of taxes due and unpaid, and that all of the forms and requirements of the Charter and ordinances of the city, in relation to assessment and levy of taxes have been complied with.
