Nothing contained in this chapter shall be construed as granting to any person the right, power or privilege to inspect, copy, duplicate, read or be advised of the contents of any document, record or police report which in the opinion of the chief of police of the city, or his authorized deputy, is of a confidential nature or concerns a matter still under investigation by the police department.
