Before any property of the agency acquired in whole or in part, directly or indirectly, with tax increment moneys is sold or leased for development pursuant to the redevelopment plan, such sale or lease shall first be approved by a two-thirds vote of the city council after public hearing and pursuant to the provisions of the California Health and Safety Code Section 33433.
