All persons in attendance at city council meetings shall abide by the rules of procedure and decorum as may be established by action of the city council. Any person who willfully disrupts the orderly proceedings of the council meeting may be barred by the presiding officer from speaking further before the council during that meeting, in addition to all other available legal remedies.
