No person shall use the airport in any manner whatsoever for any commercial profit, gainful, or revenue producing purpose, regardless of the form of compensation, without a valid agreement or lease with the city. Commercial activities include, but are not limited to flight instruction or mechanical work. Nonprofit organizations, such as flying clubs, shall be considered commercial activity.
