This chapter specifies the manner in which legal nonconforming uses and structures may or may not continue. It is intended to prevent such uses or structures from expanding except under certain circumstances. It also establishes criteria by which such uses or structures may be abated or removed in an equitable, reasonable, and timely manner without infringing on the constitutional rights of property owners.
