An emergency secondary access shall be required when it is determined by the fire chief that access by a single road might be impaired by vehicle congestion, condition of terrain, climatic conditions or other factors that could limit ingress or egress. Plans for emergency secondary access roads shall be submitted to the fire chief for review and approval prior to their construction and shall meet the requirements of Section 15.64.320, Section 902.2.4.3.
