The applicant, operator or owner shall pay all fees not to exceed the reasonable costs incurred in implementing this chapter and state regulations, including but not limited to, processing of applications, annual reports, inspections, monitoring, enforcement and compliance as set forth in Chapter 3.70 of this code.
