Notwithstanding any other provision of this title or provision of state law, a specific plan adopted pursuant to Article 8 of Chapter 3, Division 1 of Title 7 of the Government Code (Section 65450 et seq.) and including those matters specified in Section 64451 thereof, may if so designated upon adoption by the city council, constitute zoning standards and regulations for and establish the zone districts, permitted uses and conditional uses for, the area covered by the plan.
