Work on public improvements shall be deemed accepted upon acceptance by the city engineer; provided, however, that the warranty period(s) shall commence upon recordation of a notice of completion. Work on private improvements shall be deemed accepted, for purposes of satisfaction of the improvement only, upon receipt by the city engineer of a certificate signed by a registered engineer stating that all such improvements have been constructed in accordance with the plans and specifications approved for the subdivision by the city engineer.
