Each fiscal year, the public works director, for transportation and sewer fees, and the recreation and parks director, for park fees, shall submit a proposed fee schedule regarding the fee amount to be collected for each new dwelling unit. The fee shall be adjusted annually by the annual Construction Cost Index defined in Section 15.84.030. Also, the fee schedule shall be further adjusted to reflect all costs incurred for park development, improvement, or enhancement.
