All land offered for dedication shall have access to at least two existing or proposed public streets, preferably with land located adjacent to the intersection of said two streets. A subdivider may request that only one street frontage be allowed. This request may be approved by the advisory agency, and only if the advisory agency determines that only one public street access is necessary for public safety, the maintenance of the park area or use thereof by residents.
