On request of a governing board, and following a public hearing held within sixty days of the receipt of that request, the city council shall consider adjusting the fee schedule applicable in any attendance area to reflect new information provided by the governing board on the fees necessary to alleviate overcrowding caused by new residential development in that attendance area.
