Buildings affected by this chapter shall not be in a dilapidated, obsolete or deteriorated condition which in any manner may result in or tend to lessen the economic values of adjoining properties, or be a detriment to the neighborhood in which the building is to be placed, and the buildings shall be made to conform generally to and be in harmony in appearance with the buildings in the immediate neighborhood to which the building is to be moved.
