Except as provided in this chapter, that certain landscaping water efficiency code known and designated as California Code of Regulations, Title 23, Chapter 2.7 as adopted by the state is adopted by reference as modified and amended in this chapter and is declared to be the landscaping water efficiency code of the city for the purpose stated therein.
