It is unlawful for any person, firm or corporation to construct, place, or maintain, or to allow, permit or suffer to be constructed, placed or maintained in the city, any privy as defined in subsection B of Section 14.24.010 without first obtaining a permit from the health officer, and then only for the purposes set forth in Section 14.24.030.
