Any industrial wastewater discharger who discharges or causes the discharge of prohibited wastewaters or slug discharges which cause damage to city’s facilities, detrimental effects on treatment processes, or any other damages resulting in costs to the city shall be liable to the city for all damages occasioned thereby.
