The city engineer may classify dischargers by industrial categories and establish an industrial wastewater treatment surcharge based upon average flow quality and flow quantity for the industrial category adjusted by some commonly recognized parameter selected by the city engineer that establishes the relative size of the industrial discharger being charged.
