Neither the adoption of this chapter nor the repeal of any chapter of this code shall in any manner affect the prosecution or recovery of civil damages or costs, for violation of regulations which violations were committed prior to the effective date of the ordinance codified in this chapter, nor be construed as affecting any of the provisions of such regulations relating to the issuance of permits for discharge of industrial wastes, nor affect the validity of any bond issued thereunder.
