It shall be the duty of all owners, agents or tenants of dwelling houses, apartment houses, flat buildings and all such premises where water is used to irrigate or sprinkle the lawn and plants on or about said premises, to shut or turn off all water before the same runs over the curb in front of said premises and into the gutter and street.
