Permits shall be void if construction has not begun within thirty days of the start date specified in the permit or if excavation, including restoration, has not been completed within the specified duration; provided, however, that the director, in his or her discretion, may issue one thirty-day extension to the start date and one thirty-day extension to the duration of excavation upon written request from the permittee.
