A. No person shall operate a vehicle with three or more axles upon or over Niles Street between the east side of Baker Street and the easterly limits of the city.

B. This section shall not be construed to prohibit any vehicle from crossing Niles Street; nor shall it be construed to prohibit any vehicle from using or traveling over or upon Niles Street when necessary to reach a destination on Niles Street between the east line of Baker Street and the easterly limits of the city for the purpose of delivering, unloading or loading for transportation, goods, wares or merchandise, providing such use of Niles Street be made only to or from the cross street nearest the destination of such vehicle.

C. The traffic authority shall cause to be posted at all entrances to Niles Street between the east side of Baker Street and the easterly limits of the city, appropriate signs giving notice of the provisions of this division.

D. This section shall have no application to any vehicle which is subject to the provisions of Section 50¼ of the Public Utilities Act of the state; or to vehicles operated by the federal government or the state, or any agency, department, political subdivision or municipal corporation thereof; or to vehicles of any public utility, while actually engaged in the performance of emergency duties customarily performed by said public utilities.
