A. Vehicles which have been parked or left standing upon any public street, when the use of the street or a portion thereof is necessary for the cleaning, repair or construction of said street or for the installation of underground utilities, may be removed in accordance with the provisions of the California Vehicle Code where signs giving notice that such vehicle may be removed are erected or placed at least twenty-four hours prior to removal.

B. Vehicles which have been parked or left standing upon any public street or alley may be removed and stored by the police department of the city where the use of the street or alley or a portion thereof is necessary for the purpose other than the normal flow of traffic; or for the movement of equipment, articles or structures of unusual size; and the parking of such vehicle would prohibit or interfere with such use or movement and signs, giving notice that such vehicle may be removed, are erected or placed at least twenty-four hours prior to the removal in accordance with the Vehicle Code of the state.

C. When the council of the city has passed an ordinance prohibiting parking of a vehicle upon any public street or alley or portion thereof and signs have been posted giving notice that such parking is forbidden and that a vehicle parking on said public street or alley will be removed, said vehicle may be removed pursuant to the provisions of the Vehicle Code of the state and this division.
