A. All alleys, as defined in Vehicle Code Section 110, may, after survey by the traffic authority, be designated one-way by proper signposting. If an alley is not signposted as defined by this section, it is then considered to be a two-way alley. Proper signposting should consist as follows:

1. “Exit Only—Do Not Enter” sign at the end of the alley to which vehicles are not allowed access;

2. A minimum of three painted arrows on the pavement of the alley per block indicating direction of travel;

3. Any additional signposting as may be deemed necessary by the traffic authority.

B. All alleys must be designated one-way in a constant pattern so that no alleys run into each other with opposite one-way traffic flow.

C. When properly signposted, traffic shall move only in the direction indicated upon the following streets:

1. West to East.

a. Espee Street, West Niles Street to Union Avenue,

b. Monterey Street, beginning at a point one hundred sixty-two feet east of the intersection of the centerlines of Niles Street and Stockton Street and ending at a point on Niles Street one hundred seventy-six feet east of the intersection of the centerlines of Niles Street and Brown Street via a connection between Monterey Street and Niles Street to be constructed by the Department of Public Works of the state,

c. Monte Vista Drive, Panorama Drive to Pasatiempo Drive,

d. Niles Street, beginning at a point two hundred seventy-six feet east of the intersection of the centerlines of Niles Street and Brown Street,

e. 18th Street, Baker Street to Kern Street,

f. 23rd Street, beginning at a point sixty-seven feet east of the intersection of the centerlines of 24th Street and B Street and ending at a point on 24th Street at the intersection of the centerlines of 24th Street and Q Street via two connections between 23rd Street and 24th Street to be construed by the Department of Public Works of the state,

g. 24th Street, beginning at a point at the intersection of the centerlines of 24th Street and Q Street and ending at a point sixty-seven feet east of the intersection of the centerlines of 24th Street and B Street;

h. East 21st Street from King Street to Beale Avenue.

2. East to West.

a. Alpine Street, California Avenue to Kern Street,

b. Niles Street, beginning at a point two hundred seventy-six feet east of the intersection of the centerlines of Niles Street and Brown Street and ending at Union Avenue,

c. Oak Place, Olive Street to Oak Street,

d. West Niles Street, Union Avenue to Espee Street,

e. 18th Street, Bakersfield to Kern Street,

f. 24th Street, beginning at a point at the intersection of the centerlines of 24th Street and Q Street and ending at a point sixty-seven feet east of the intersection of the centerlines of 24th Street and B Street;

3. South to North.

a. Tartan Place, Auburn Street to the entrance to the Highland High School parking lot,

b. Noel Place, Christmas Tree Lane to alley south of Church Avenue;

4. North to South.

a. Piper Way, Highland School to Auburn Street,

b. Mt. Vernon Avenue Frontage Road, Church Avenue to Christmas Tree Lane;
