All officers, commissioners, heads of departments, the City manager, and any subordinates, deputies or employees, as may be required by the Council, shall execute a good and sufficient undertaking, in such sum as may be fixed by the Council, for the faithful performance of their official duties, signed and executed by two or more persons, or by any surety company authorized to do business in the State of California.
